About 1,250 emergency workers raced against the clock to find survivors with drones, heavy equipment and sniffer dogs in the rescue and clean-up efforts, the California Governor's Office of Emergency Services said.

Similar issues emerged in last year's wine country wildfires in Northern California, where at times thousands were reported missing, the overwhelming majority simply people whose communication with friends and family had been cut off by the fires.

"This isn't an exact science in terms of actually defining where something is going to happen", said Santa Barbara County Sheriff Bill Brown.

"We have no idea where they're at", Santa Barbara County spokeswoman Amber Anderson said of the missing people on Wednesday.

Among the damaged properties were historic hotels and the homes of celebrities, including media mogul and actress Oprah Winfrey and talk-show host Ellen DeGeneres, who both live in the upscale hillside community of Montecito.

On Thursday, the number provided by authorities went from 48, down to eight, then back up to 43.

The disaster followed a violent rainstorm that dumped up to 15cm of water onto areas north-west of Los Angeles. Oprah Winfrey and Rob Lowe also have residences in the area.

"She had been trapped for hours in a pile of wood that was once her house". He says they lived in a voluntary evacuation zone, so they chose to ride out Tuesday's storm.

The most impacted area has been Montecito, the wealthiest community in Santa Barbara county.

One such resident, Marco Farrell, 45, called the slide more frightening than the "biggest, scariest, horrifying monster you've ever dreamed of".
