US General Says Trump Has Final Say on Unilateral Korea Strike

North Korea had threatened to launch missiles targeting waters near the USA territory of Guam in the Pacific Ocean.

The chairman of the U.S. Joint Chiefs of Staff, Marine Corps Gen. Joseph Dunford, told reporters that President Donald Trump directly has "told us to develop credible viable military options and that's exactly what we're doing".

"My advice to our leadership is that we not dial back our exercises", he said. "Last month, North Korea test-launched two 'Hwasong-14" ICBMs, claiming that it had the capability to attack the U.S. mainland.

Every year in August, the South Korean and U.S. forces jointly hold military exercises which include the world's largest computer-simulated war games and involve several thousand troops from both countries, reports Efe news.

"There is no military solution for this conflict, it must be worked out via negotiations", Chancellor Angela Merkel said in a YouTube interview, criticizing what she called escalating rhetoric by "all sides".

"The most important task at hand is for the US and North Korea to "hit the brakes" on their mutual needling of each other with words and actions, to lower the temperature of the tense situation and prevent the emergence of an 'August crisis, '" Wang was quoted as saying in the Tuesday conversation. President Trump also mentioned a red line in a statement regarding North Korea's nuclear and missile program in May, warning "I don't like red lines, but I have to act, if I must act". "The alternative would have been both catastrophic and unacceptable!"

Trump's administration has consistently said military action is on the table and the president has even suggested he's willing to take unilateral action against Pyongyang if it continues to threaten the United States.

"Kim Jong Un of North Korea made a very wise and well reasoned decision". Moon said he thinks Trump's belligerent words are meant to show a strong resolve for pressuring the North and don't necessarily display the willingness for military strikes.

Moon said he believes the two Koreas must restart a dialogue, but it will take time.

Also in his speech, Moon said South Korea should play a leading role in the nuclear issue in the peninsula. He urged the North to halt its efforts to develop a nuclear-tipped weapon that could reach the USA mainland.

North Korea's Kim Jong Un never explicitly said he would not fire missiles at the USA territory of Guam, and starting on Monday the United States and South Korea's massive military drill will test his resolve and measure just how bold he's willing to be.

US officials and experts say the North has demonstrated major progress toward that goal with dozens of missile tests, including two ICBM launches last month.
